`static const` variables can be computed and initialized at run-time
during initialization or the first time a function is called. Change
them to `static constexpr` to ensure they are computed at
compile-time.
This allows some removal of `strlen` because the length of the
`StringView` can be used which is pre-computed at compile-time.

With this change, System::foo() becomes Core::System::foo().
Since LibCore builds on other systems than SerenityOS, we now have to
make sure that wrappers work with just a standard C library underneath.

This change will make the player able to control the game with

When the ball hits the side of the paddle, it would get stuck because
the paddle moves faster than the ball. This commit forces the post-
collision vertical velocity of the ball to be going up and makes sure
that new ball's y-position is higher than in the previous frame.

This allows for typing [8] instead of [8, 8, 8, 8] to specify the same
margin on all edges, for example. The constructors follow CSS' style of
specifying margins. The added constructors are:
- Margins(int all): Sets the same margin on all edges.
- Margins(int vertical, int horizontal): Sets the first argument to top
and bottom margins, and the second argument to left and right margins.
- Margins(int top, int vertical, int bottom): Sets the first argument to
the top margin, the second argument to the left and right margins,
and the third argument to the bottom margin.

Applications previously had to create a GUI::Menubar object, add menus
to it, and then call GUI::Window::set_menubar().
This patch introduces GUI::Window::add_menu() which creates the menubar
automatically and adds items to it. Application code becomes slightly
simpler as a result. :^)

This adds component declarations so that users can select to not build
certain parts of the OS.

Problem:
- `static` variables consume memory and sometimes are less
optimizable.
- `static const` variables can be `constexpr`, usually.
- `static` function-local variables require an initialization check
every time the function is run.
Solution:
- If a global `static` variable is only used in a single function then
move it into the function and make it non-`static` and `constexpr`.
- Make all global `static` variables `constexpr` instead of `const`.
- Change function-local `static const[expr]` variables to be just
`constexpr`.

Since applications using Core::EventLoop no longer need to create a
socket in /tmp/rpc/, and also don't need to listen for incoming
connections on this socket, we can remove a whole bunch of pledges!
|

Not sure why some menus did have one and others didn't, even in the
same application - now they all do. :^)
I added character shortcuts to some menu actions as well.

Now that WindowServer broadcasts the system theme using an anonymous
file, we need clients to pledge "recvfd" so they can receive it.
Some programs keep the "shared_buffer" pledge since it's still used for
a handful of things.

This is needed for the new way we transfer window backing stores.
|
