The tests directory itself is pretty overcrowded, and it's hard to
see which test belongs to which test subsystem (unit, qtest, ...).
Let's move the qtests to a separate folder for more clarity.

Convert tests/vmxnet3-test to a driver node; currently it runs
the PCI nop test only, therefore we're not placing it in tests/libqos.

Note that this will emit a warning:
[vmxnet3][WR][vmxnet3_peer_has_vnet_hdr]: Peer has no virtio extension.
Task offloads will be emulated.
