The tests directory itself is pretty overcrowded, and it's hard to
see which test belongs to which test subsystem (unit, qtest, ...).
Let's move the qtests to a separate folder for more clarity.

The IPMI BT tests had a race condition, if it receive an IPMI command
to enable interrupt, it would write the message to enable interrupts
after it wrote the command response. So the test code could
receive the command response and issue the next command before the
device handled the interrupt enable command, and thus no interrupt.
So send the message to enable interrupt before the command response.
Also add some sleeps to give qemu time to handle responses, there was
no delay before, and it could result in an invalid timeout.
And re-enable the tests, as hopefully they are fixed now.
Note that I was unable to reproduce this even with the instructions
Peter gave me, but hopefully this fixes the issue.

These checks at the beginning of some of the tests are mostly useless:
We only run the tests on x86 anyway, and g_test_message() does not
print anything unless you call g_test_init() first.

qtest_init() creates a new QTestState, and leaves @global_qtest alone.
qtest_start() additionally assigns it to @global_qtest, but
qtest_startf() additionally assigns NULL to @global_qtest. This makes
no sense. Replace it by qtest_initf() that works like qtest_init(),
i.e. leaves @global_qtest alone.

We have several callers that were formatting the argument strings
themselves; consolidate this effort by adding new convenience
functions directly in libqtest, and update some call-sites that
can benefit from it.
Note that the new functions qtest_startf() and qtest_vstartf()
behave more like qtest_init() (the caller must assign global_qtest
after the fact, rather than getting it implicitly set). This helps
us prepare for future patches that get rid of the global variable,
by explicitly highlighting which tests still depend on it now.

I misunderstood the workings of the power settings, the power off
is a force off operation and there needs to be a separate graceful
shutdown operation. So replace the force off operation with a
graceful shutdown.

Some tests use the "-vnc none" option without any clear reason,
making those tests break when --disable-vnc is specified on
./configure. Remove the unnecessary option.
