Since cpu_check_irqs() doesn't reference to anything outside
of CPUSPARCState, it better belongs to the architectural code
in target/, rather than the hardware specific code in hw/.
Note: while we moved the trace events, we don't rename them.
Remark: this allows us to build the leon3 machine stand alone,
fixing this link failure (because cpu_check_irqs is defined in
hw/sparc/sun4m.c which is only built when CONFIG_SUN4M is selected):

target/sparc/win_helper.c:91: undefined reference to `cpu_check_irqs'

In my "build everything" tree, changing sysemu/reset.h triggers a
recompile of some 2600 out of 6600 objects (not counting tests and
objects that don't depend on qemu/osdep.h).
The main culprit is hw/hw.h, which supposedly includes it for
convenience.
Include sysemu/reset.h only where it's needed. Touching it now
recompiles less than 200 objects.

Cleanup in the boilerplate that each target must define.
Replace sparc_env_get_cpu with env_archcpu. The combination
CPU(sparc_env_get_cpu) should have used ENV_GET_CPU to begin;
use env_cpu now.

Almost every user of cpu_generic_init() checks for
returned NULL and then reports failure in a custom way
and aborts process.
Some users assume that call can't fail and don't check
for failure, though they should have checked for it.
In either cases cpu_generic_init() failure is fatal,
so instead of checking for failure and reporting
it various ways, make cpu_generic_init() report
errors in consistent way and terminate QEMU on failure.

IRQ modification is part of device emulation and should be done while
the BQL is held to prevent races when MTTCG is enabled. This adds
assertions in the hw emulation layer and wraps the calls from helpers
in the BQL.
