"Init" and "uninit" suggest the functions don't allocate / free
storage. But they do.

In order to allow attaching machine options to a machine instance,
current_machine is converted into MachineState.
As a first step of deprecating QEMUMachine, some of the functions
were modified to return MachineClass.

The situation with device-hotplug.c is similar to qdev-monitor.c.
Add a stub for pci_drive_hot_add, so that it can be compiled once,
and move it out of hw/.
