target-ppc: Add VSX ISA2.06 xtsqrt Instructions
This patch adds the VSX floating point test for software square
root instructions defined by V2.06 of the PowerPC ISA: xstsqrtdp,
xvtsqrtdp, xvtsqrtsp.
