virtio-scsi: create VirtIOSCSICommon
This patch refactors existing virtio-scsi code into VirtIOSCSICommon
in order to allow virtio_scsi_init_common() to be used by both internal
virtio_scsi_init() and external vhost-scsi-pci code.
