*/*: remove pointless python optimise
this doesn't really "optimise" the python or do much to improve
performance.
it's identical to running python with -O or setting PYTHONOPTIMISE= in
the environment.
doing it here just doubles the disk space for the pre-cached files
generated by python on startup with optimisations
