Remove non-functional geoipfix/remove_geoip

As stated on https://dev.maxmind.com/geoip/legacy/javascript/

 "Note: On October 31, 2017, we discontinued our legacy GeoIP JavaScript
  services, which used the endpoints http://js.maxmind.com/js/country.js
  and http://js.maxmind.com/js/geoip.js."

How to migrate to using GeoIP2 is documented at link above, yet it is
not fully trivial.
